I MIGHT have an example of non-binary game characters that you seek; the Magypsies, seen in Mother 3. They are described as "neither man nor woman" in the game, but appear as men dressed in women's clothing and make-up. They're not playable, but are important to the story. I don't know if this is what you're looking for, but I hope it helps!
